As part of the Higher Education Reform Experts (HERE) activities, a Technical Assistance Mission (TAM) under the theme "Reforming Doctoral & Postdoctoral Education for the Knowledge Society: A Competency-Based Development Perspective in Algeria" was organised on 29–30 April 2026, in collaboration with the National Erasmus+ Office (NEO) Algeria and the Ministry of Higher Education and Scientific Research (MESRS).
This two-day hybrid event brought together Algerian higher education representatives, national stakeholders, HERE experts, and international experts from Portugal and the European University Association (EUA), offering a platform for reflection and exchange on the reform of doctoral training in Algeria.
Key Contributions from European Experts
- Simon Marti (EUA Council) – Keynote presentations on European doctoral education frameworks and strategies for institutional transformation.
- Peter Hanenberg, Director of Católica Doctoral School (CADOS), Portugal – Sessions on doctoral competency roadmaps, career readiness, and institutional reform planning.
- Silvia Marchionne, Project Manager – UNIMED – Presentation of the RAQMYAT CBHE project on the digitalisation of doctoral education in Tunisia.
Programme Highlights
Over two days, participants explored doctoral education frameworks, competency-based training models, and career pathways beyond academia. Parallel workshops and working groups enabled institutions to identify reform priorities and begin developing concrete action plans.
Outcomes
The event concluded with the co-development of institutional action plans outlining goals, timelines, responsibilities, and success indicators — marking a meaningful step toward systemic reform of doctoral education in Algeria.
A follow-up meeting will be organised to finalise the recommendations formulated during this mission.
